Análisis y valoración de las características de algunos de
los principales distribuidores de contenidos electrónicos, proponiendo un
modelo de evaluación que permita la obtención de información fiable sobre la
naturaleza y calidad de estos sistemas. Los distribuidores analizados son:
Emerald, Kluwer Online, ScienceDirect, SpringerLink y Wiley InterScience. El
proceso evaluativo se ha articulado en tres parámetros: Arquitectura de
acceso, Características de la interfaz y Funcionalidades y servicios de valor
añadido. Se infiere del análisis un adecuado comportamiento de todos los
proveedores, manifestándose diferencias apreciables en el último de los
parámetros, donde sobresale el comportamiento de ScienceDirect.

At first sight the 'big (or all-you-can-eat) deal' seems
excellent value for libraries and their users, and represents the shining
possibilities of the electronic age. A more thorough-going evaluation,
however, exposes dangers for universities, their funders and publishers. This
paper examines the big deal in the light of fundamental market conditions and
suggests alternative models for procuring electronic resources. The roles and
strengths of the players in the information supply chain are defined and
traditional hard-copy procurement is analysed in terms of these roles and the
concepts of authority, branding and monopoly. The fundamentals of procuring
electronic resources and prevalent purchasing models are discussed in terms of
the same roles and concepts. The advantages of the big deal are laid out -
access to resources, low unit costs etc. The dangers are also discussed. These
arise mainly from the publishers' position as monopolists. The possible
long-term effects, on library budgets and academic publishing, of dealing with
monopoly suppliers are examined. Means of avoiding or minimising these dangers
consortia, alternative publishing methods, new economic models to promote
competition - are examined.

Since the introduction of the rocket e-book several years
ago, e-books have promised to revolutionize the way we read. Corporate giants
Microsoft and Adobe Systems have developed sophisticated e-book reader
software that enhances the electronic reading experience. Hardware
manufacturers such as Gemstar, Franklin, and Cytale continue to produce new
reading devices. Yet despite the numerous advantages offered by various e-book
readers and despite the widespread popularity of personal digital assistants
(PDAs) and pocket PCs capable of reading electronic books, the e-book market
has thus far failed to materialize. Aside from institutional purchases of
netLibrary titles, sales figures for e-books have been disappointing, due in
large part to digital rights management barriers that have adversely affected
available content. Publishers, fearing Napster-like piracy of digital content,
seem reluctant to develop a viable e-book business model whose success could
undermine the traditional, paper-based publishing industry.

Accessibility, as defined by the Americans with Disabilities
Act (ADA) of 1990, pertains to accessibility of online environments as well as
physical environments for persons with disabilities. Web-based resources are
prevalent in libraries today, but are they accessible? An e-mail survey was
used to examine accessibility of Web-based abstracting and indexing services
from product providers' perspectives. Company representatives were asked to
address overall product accessibility, company compliance with Section 508
Standards, and product usability for persons with disabilities. Findings
indicate that the ADA and Section 508 are raising database company awareness
of accessibility issues. Still, companies can do more to assure product
accessibility.

By law, works of the United States Government are in
the public domain, to protect taxpayers from paying twice for information, and
to encourage the widest possible dissemination of that information. The
complexities of government distribution in the print era and the slowness of
the public sector in entering the electronic age allowed private sector
providers to reap great profits from re-disseminating and adding value to
government information. These providers now resent and challenge improvements
to public sector distribution, which they characterize as unfair competition.
This article challenges the argument's validity and explores whether a
distinction can be usefully made between end-use and resale of government
information. Many opportunities for the private sector remain in areas where
the public sector cannot compete. A few ways of protecting low-cost public
access and no-cost federal depository library program access are mentioned. As
long as the public sector recognizes and fulfills its role to protect the
diversity and equality of access, the private sector will be challenged to
increase the quality and usefulness of government information and to further
expand the practically- untapped markets for such information.

multidisciplinar de recursos electrónicos (principalmente revistas
electrónicas, pero también bases de datos y libros electrónicos) contratados
consorciadamente por todos los miembros del CBUC, los cuales ponen estas
herramientas a disposición de sus usuarios desde las páginas web de sus
bibliotecas. Actuar conjuntamente da a las bibliotecas un poder que les
permite obtener unas condiciones más ventajosas de las que cada uno obtendría
por separado. La oficina del CBUC es la encargada de negociar la oferta
económica y las cláusulas de la licencia de uso en nombre de los consorciados,
con el objetivo de hacer valer la fuerza del grupo para mejorar las

We present the practical experience of the Consortium of
Academic Libraries of Catalonia (CBUC) in negotiating electronic journal
licences since 1999. The context of this experience is the Digital Library of
Catalonia (BDC), a name that defines the basic, multidisciplinary set of
electronic resources (mainly electronic journals, but also databases and
electronic books) that are licensed consortially for all the members of the
CBUC and placed at the disposal of their users through the web pages of their
libraries. Operating consortially gives the libraries the power to obtain more
advantageous conditions than they would be able to obtain separately. The
Office of the CBUC is responsible for negotiating the financial terms and the
conditions of the licences in the name of its members, in order to use the
strength of the group to improve on the standard conditions offered by
publishers and commercial suppliers.

The design of a publisher's electronic interface can have a
measurable effect on electronic journal usage statistics. A study of,journal
usage from six COUNTER-compliant publishers at 32 research institutions in the
United States, the United Kingdom, and Sweden indicates that the ratio of PDF
to HTML views is not consistent across publisher interfaces, even after
controlling for differences in publisher content. The number of full-text
downloads may be artificially inflated when publishers require users to view
HTML versions before accessing PDF versions or when linking mechanisms, such
as CrossRef, direct users to the full text rather than the abstract of each
article. These results suggest that usage reports from COUNTER-compliant
publishers are not directly comparable in their current form. One solution may
be to modify publisher numbers with 'adjustment factors' deemed to be
representative of the benefit or disadvantage due to its interface.
Standardization of some interface and linking protocols may obviate these
differences and allow for more accurate cross-publisher
comparisons.

currently standardized across vendors. This study investigated the feasibility
of using locally collected data to check the reliability of vendor-provided
data. Vendor-provided data were compared with local data collected from the
NCSU Libraries' Web servers. The study finds that the two types of data
correlate well in terms of use patterns, but that actual usage values differ
for many products.

científica: Scopus1. Se trata de una gran base de datos multidisciplinar, la
mayor en la actualidad y muchos son su puntos destacables. Un trabajo de
Codina de principios del año pasado2, nos adelantaba algunas de sus
funcionalidades relativas a la recuperación de información. Sin embargo
creemos que lo que está animando un cierto debate en los medios profesionales
es que además es una base de datos de citas, por lo que el monopolio de facto
del ISI Web of Science (ISIWoS) de Thomson Scientific3, puede estar llegando a
su fin.

In the era of digital libraries, Web-based electronic
databases have become important resources for education and research,
providing functionality and ease of use superior to print products. Analysis
of usage of such online systems can provide valuable information on user
behavior, and on usage of electronic information in general. Furthermore, the
findings can be used to improve effectiveness of these electronic systems and
identify areas for improvement, ranging from user interface and functionality
to documentation and product training. This article analyzes usage of the
Taiwan-based ScienceDirect OnSite E-journal system, one of the largest and
most heavily used full-text Science, Technology, and Medicine (STM) databases
worldwide.

To compare the two major discounting methods, fixed and
sliding, offered by book vendors for firm orders, this article repolis a study
of 4,856 orders fulfilled hetween April 1997 and August 1999 at a public
comprehensive teaching university. The results indicate that, at Kean
University fixed discount (12%) gains slightly more savings in the amount of
$94250 (0.5% of $202,226.14, list price) than sliding seales (0%, 5%. 10%,
15%, 16% and 33.3%) distributed hetween university presscs (36.9%) and
non-university presses (63.1%). Therefore, any fixed rate higher than 13% is
an advantageous deal for Kean with this mix of orders. However. Kean would
consider using sudmg scales to gain more savings when the orders are mixed
with more university presses (16% discount) and trade puhlishers (33.3%
discount). The findings of this study suggest options and flexibility for
acquisitions personnel to obtain a mutually henelicial agreement with the
vendor.

Las nuevas tecnologías han desarrollado una regionalización
del mundo de la edición científica y de la distribución de las publicaciones.
La aparición de revistas electrónicas en Internet han supuesto una división de
competencias del mundo de la edición científica, así como una multiplicación
de los gestores entre los diferentes intermediarios. Por ello las bibliotecas
desean garantizar la mejor adecuación entre las necesidades de sus usuarios y
los útiles documentales ofertados. Para ello se llevaron a cabo varias
encuestas a la comunidad universitaria, cuyo objetivo era adecuar la demanda
de acceso a la información científica en formato electrónico. Paralelo a ello
se hizo un estudio de la oferta de distribuidores. Las conclusiones al
respecto ponen de manifiesto que los usuarios quieren un único interlocutor
que facilite la multiplicidad de acceso. Por ello es esencial para las
bibliotecas redefinir su papel en el seno de la universidad en función
de las nuevas propuestas del mundo de la información.

El autor efectúa un detallado análisis de los problemas de
relación que provoca, entre los agentes que intervienen en la comercialización
de la prensa diaria (editores, distribuidores y vendedores), la ausencia de
unas normas que regulen el mercado. El estudio parte de la propuesta no de Ley
aprobada en 1998 por el Pleno del Congreso de los Diputados al objeto de
instar al Gobierno a la realización de un informe sobre «las relaciones
comerciales entre los distribuidores y vendedores de prensa, que clarifique la
situación actual», para detenerse en la conflictividad generada por la
derogación tácita de las Normas Reguladoras de los Vendedores Profesionales de
Prensa (Orden del Ministerio de Trabajo, de 22 de abril de 1972) y los
litigios causados por el vacío legal dejado por dicha derogación y
sustanciados ante el Tribunal de Defensa de la Competencia, órgano del que ha
emanado una abundante jurisprudencia al respecto. El trabajo concluye con una
visión analftica de la situación actual y la dificultad de establecer
cualquier tipo de normativa que no vulnere el principio básico de defensa de
la competencia.

meses de aparición de los artículos estos se pongan abiertos en la Red, en
sitios que reúnan lo más importante de la investigacion de un sector. Si el
1de septiembre las compañías no han actuado así, los firmantes se negarán a
contribuir a sus publicaciones o a actuar de asesores para ellas. Las empresas
objeto del ultimátum son bien conocidas: la canadiense Thomson y la
anglo-holandesa Reed Elsevier, entre otras.

policies of the publishers and vendors do not necessarily acknowledge this
very liberal user policy and hence the information provision towards Il1e
industry and other research institutions is now a concern in the library In
the past two years the public research funding in Finland has increased
significantly and emphasis has also been on improving the research
opportunities in general. This concrete action derives from the National
Infom1ation Society Strategies. Within this context the programme launched by
the Ministry of Education, named The National Electronic Library, aims to
support research and teaching in Finland. The National Electronic Library

Analysis of the scientific content distributed electronically
by Emerald, Kluwer, ScienceDirect, SpringerLink, Taylor & Francis and
Wiley InterScience. Three indicators were established for the evaluation:
horizontal, thematic, and vertical coverage. The study was performed based on
the subscriptions held by the University of Leon (Spain), with the exception
of Kluwer and Taylor & Francis for which the analysis was done via free
web access. These electronic suppliers are multidisciplinary, though the
content offered is fundamentally limited to the areas of natural sciences,
health sciences, and social sciences.

Esta comunicación describe las características de uno de los
actores fundamentales de la industria de la información como son los
productores de bases de datos en línea. Se han seleccionado los productores
que licencian sus bases de datos a 11 hosts importantes a nivel mundial,
analizando qué productores individuales y tipo de organizaciones predominan en
el mercado de la información, así como un análisis por países y continentes y
el solapamiento existente entre los diferentes distribuidores. Los resultados
muestran que un núcleo muy pequeño de productores cubre el 25% de las bases de
datos, el predominio de Estados Unidos como primera potencia en la producción
de información y que el tipo de productores más frecuente corresponde a las
empresas privadas. Los distribuidores con mayor porcentaje de
productores únicos son Dialog, DIMDI y FT Profile

After modeling expert user needs with regard to intellectual
property information, we analyze and compare the main providers in this
specific information area (Thomson DIALOG, Esp@cenet by the European Patent
Office, Questel-Orbit, and STN International) in terms of system content and
system functionality. The key question is whether the main providers are able
to satisfy these expert user needs. For patent information, some special
retrieval features such as chemical structure search (including Markush
search), patent family references and citations search, biosequence search,
and basic informetric functionality such as ranking, mapping, and
visualization of information flows are realized. Considering the results of
information science research the practice of patent information shows
unexhauste improvement opportunities (e.g., the application of bibliographic
patent coupling and co-patent-citation for mapping patents, patent assignees,
and technology specialties). For trademark search, users need multiple
truncated search (realized) as well as phonetic search and image retrieval
(not realized yet).

en España desde 1975. Las bases de datos producidas por el CSIC: ICYT (Ciencia
y Tecnología), ISOC (Ciencias Sociales y Humanas) e IME (Biomedicina) son
ampliamente conocidas y utilizadas y se distribuyen en línea por el Centro
Técnico de Informática (CTI) del CSIC desde 1989. En 1990 fueron, junto con la
base de datos ISBN, el primer producto de información bibliográfica editado en
