BACKGROUND.- Since the academic year 2001/02 the Research Group "Theoria, Proyecto Crítico de Ciencias Sociales" (Ref. UCM 940052 - Dirección General de Universidades e Investigación, Consejería de Educación de la Comunidad de Madrid 1391) has offered Postgraduate and Training Courses of the Complutense University of Madrid under the generic title "Europe, Fin-de-Siècle: Thought and Culture". The results obtained suggest to us that we should maintain the same academic offer, broadening its geographical horizons and updating its analysis subjects.

AIMS.-  The formation of the ruling minorities in a hyper-complicated, interconnected and changing society entais knowledge of basic subjects related to the social, cultural, political and judicial order. This knowledge should be produced in a multi and trans-disciplinary context in which Humanities and Social and Judicial Sciences are being compelled to collaborate. The central factual datum of this postgraduate course lies in accepting that during the last thirty years a new form of culture has emerged (identified with post-modernity, although not necessarily with post-modern philosophy) which requires a new effort to interpret and understand. The aim of Humanities and Social Sciences has always been to carry out the task of knowing and criticizing the contents and signs of the social environment in which they belong, as well as innovating according to the emerging problems. So, to achieve this aim it is necessary to educate people who, not only because of their specialization, as mentioned above, but mainly because of the ability that knowledge confers when it comes to deciding about unprecedented issues in the social and political sphere, are in a position to face up to the task by using multi-factorial criteria for analysing reality.

KNOWLEDGE AND CAPACITIES TO BE OBTAINED.- Human decision is produced in contexts of uncertainty. Optimising strategy entails multi-criteria evaluations. And it is difficult to know all of the factors that shape the situations of action and, moreover, the relations existing between these factors, almost all of them social and cultural. This programme aims to provide the capacities for the interpretation of the situations of action in contemporary society, placing them in a broad and intelligible context. The result of this learning is the development of the abilities necessary for high-level decision-making, with the level of refection required for action in contemporary social reality.
Consequently, we could sum up the knowledge and capacities to be obtained within the framework of this degree in the following way: the postgraduate students would obtain a higher education recognised in any country of the European Union, as well as specialised knowledge of techniques for the development of this knowledge in the academic, cultural and labour markets.

The specific knowledge and capacities would be: a systematic interpretation of the sources of European critical thought, of the historical factors which have gradually shaped it, together with the successive, particular and reciprocal records in each of the social sciences and the corresponding practices which it obliges. The postgraduate student who takes this Master course would be a professional in the relevant discourses at the disposal of any institutional or private actor demanding their services.

The degree proposed will be a valuable trans-disciplinary supplement for the postgraduate programmes developed from every official degree. It will be supported for this purpose in the canon, by virtue of which, a determined corpus and scientific practice are currently classified as social science. In our case, this support is provided by the thematic sections, which our Research Group has proposed.

DEGREE, DURATION AND LANGUAGES.- The degree to be obtained is a Master Degree, under current European regulations and their applications in every European country; the duration of the Master is of two academic years (four semesters); the course languages are the official languages of the respective Universities (Spanish, Portuguese, French, Italian and German). The consortium will choose 160 students to be distributed among the member Universities of the network, meaning an average of 20 students per class.   

SUMMARY.- With regard to the contents of the Master, the programme is developed on the basis of  the following thematic sections: 1) Philosophy: Rationality and pragmatics. Theoria cum praxi; 2) Critical Theory and Critical Post-modernity; 3) European Union and economic globalization; 4) Open Society, Politics and State; 5) Philosophy: Critical Theory of Science; 6) Economy in Social Sciences. Globalization, State, Law and Democracy; 7) The construction of the European Union; 8) Post-modern society: Europe, spaces of democratic coexistence. In addition to the programme we offer optional subject modules, which count as teaching practice.

HIGHER EDUCATION CENTRES LIST.-  The participating Universities are: ES: Universidad Complutense de Madrid; PT: Universidade de Lisboa, Universidade de Coimbra, Universidade do Porto; FR: Université de Provence (Aix-Marseille I), Université Lille I; DE: Humboldt Universität zu Berlin, Universität Hannover; IT: Università degli Studi di Firenze; RO: Universitatea Babes-Bolyai, Cluj-Napoca. Each of these institutions is authorized to carry out part of or the entire programme; The students must do a minimum of 30% of the course in one or several Universities apart from their own.

ISSUED DEGREE.-  ES: Master en "Europa, Siglo XXI: Filosofía y Ciencias Sociales". PT: Master en "Europa, Século XXI: Filosofia e Ciências Sociais". FR: Master en "Europe, XXIe Siècle: Philosophie et Sciences Sociales".  DE: Master en "Europa 21. Jh.: Philosophie und Sozialwissenschaften". IT: Master en "Europa, Secolo XXI: Filosofia e Scienze Sociali". Until the full incorporation of European regulations into the legislation of European States, each of the member-Universities will issue the degrees recognized by the corresponding State. Meanwhile, in the case of UCM the Master will be recognized as a Proper Degree, recognized as a Master by the rest of the institutions of the consortium.

ADMISSION CRITERIA.- Those provided for by current legislation for postgraduate courses. (v. Candidatures Protocol).

TECHNOLOGICAL AND PUBLISHING SUPPORTING.- The project has specific web sites,, and, where the material of the Research Group appears and especially its expresión instruments, a) Diccionario Crítico de Ciencias Sociales and b) Nómadas, Revista Crítica de Ciencias Sociales y Jurídicas, UCM electronic publications and the technological offer of the Autonomous Community of Madrid.
